“Dr. Evarist Twimukye has over 20 years of experience as a technical and policy advisor to governments, policy think-tanks, research organisations and international organisations.”

Dr. Evarist has worked with the UNDP, UN Women, the African Development Bank, the World Bank and the International Finance Corporation. Alongside a Bachelor’s in Agricultural Economics and a Master’s in Agribusiness Management from Makerere University, Evarist holds a PhD in applied economics from Clemson University, South Carolina, with a specialization in International Trade and Investment. He has expertise in the design, implementation and evaluation of international projects, as well as in the preparation of analytical tools and data for the monitoring of strategies and action plans developed by governments and international organizations. He also has extensive experience in strategy development and alignment with national and organizational planning. He is an agribusiness, Climatesmart Agriculture and women economic empowerment expert. He previously led industrial/national policies implementation through the execution of Country Strategy Papers in a number of African countries. Evarist is also an expert trainer with a Diploma in Education and numerous TOT certificates. Together with UN Women, the Women Transformational Leadership Institute at Juba University, and the Africa Centre for Transformative and Inclusive Leadership at Kenyatta University, Evarist supported the formulation of training programs and strategies for the economic empowerment of women and climate smart agriculture in the East and Southern African region. In his capacity as Senior Advisor in the Trade and Competitiveness Global Practice of the World Bank, Evarist led the trade and competitiveness programing in South Sudan, formulating various trade related project proposals, the first ‘Investment Climate Assessment Report’, and the Enhanced Integrated Framework Implementation program to enhance the country’s trade capacity. Evarist currently works as a consultant for the Creating Markets Advisory Practice of the IFC/ World Bank Group, where he is supporting the design and evaluation of a portfolio of projects in agribusiness, access to finance, and business environment. He recently served as an independent consultant involved in the formulation of the Swisscontact-Global Alliance for Trade Facilitation Program to support Uganda’s Horticultural Sector. Lastly, Evarist has written several policy research publications, books and chapters on pro-poor development policy in developing countries. He is also proficient in various statistical packages including STATA, SPSS, SAS, EVIEWS and STATIX.
